The office of Human Resources is currently recruiting to fill an opening for a Director of Human Resources. The Director of Human Resources is responsible for proactively and strategically managing the human resources functions including advising managerial staff on complex and sensitive personnel issues, change management and best practices. Services as a liaison with other departments and advises and supports staff on college policies, benefits and employment issues. The HR Director demonstrates creativity and collaborative leadership with a passion for building relationships through initiatives and partnerships with the campus community.  The HR Director will inspire and oversee payroll and benefits administration, employee relations, recruitment and selection, HRIS administration, training and employee development.  A review of applications will begin immediately.  Applications will be accepted through Friday, October 27, 2017.

Work Schedule:

Monday Friday   8:00am 5:00pm.  Flexibility is required to accommodate occasional off schedule events that may occur in the evening or on the weekend. 

Primary Duties and Responsibilities:


  • Collaborates with the CFO and internal and external stakeholders in developing strategic departmental goals, objectives, and systems. Evaluates, analyzes, and recommends changes to department systems as indicated by process improvement efforts or when required by changes in laws, policies, procedures, or established department goals. Develop and administer institutional Human Resource policies and practices.
  • Responsible for long-range strategic human resource planning.
  • Responsible for the management of the Human Resources departmental budget.
  • Responsible for overseeing the maintenance of employee personnel records, information retrieval and maintenance.
  • Oversees and strategizes with Assistant Director of Human Resources to ensure best practices in auditing, communicating and managing the College's employee benefits programs. Serves as the College's liaison with benefit representatives regarding analysis of benefit administration changes and related issues.  Serves on the College Retirement Advisory Committee and is responsible for the successful completion of Form 5500.
  • Supports and manages the payroll function, ensuring continual improvement. Partners with the Payroll Manager to ensure timely and accurate processing of payroll, benefit reconciliation and related records.
  • Advises on the design, development and implementation of the HRIS systems. Oversees the maintenance and accuracy of the HR database system.  Inputs, updates, retrieves, and compiles data from the system and other sources to prepare reports. Evaluates strategies and processes to audit accuracy and efficiency of established processes and utilizes personnel records information for statistical summaries, salary and benefits surveys.
  • Provides staff support to the Compensation Committee of the Linfield Board of Trustees.

College Wide

  • Plans, develops, recommends and implements timelines and procedures for college-wide human resources functions and initiatives, considering key stakeholder needs. Assists employees in understanding personnel policies and procedures; researches and investigates issues and recommends solutions through appropriate channels. 
  • Responsible for the implementation of various benefits and maintenance of such records as required for compliance with HIPAA, ERISA, COBRA, FMLA, OFLA, ADA and other applicable regulations. Administers programs related to such regulations, including processing requests for short- and long-term disability benefits and collaborating leave management.
  • Develops and implements appropriate metrics to monitor and evaluate workforce trends and effectiveness of HR initiatives.

Salary Administration

  • Responsible for development and maintenance of the compensation plan, including pay grades, salary survey participation, benchmarking positions, job classifications, researching comparable positions, and position descriptions.
  • Originates and leads Human Resources practices and objectives that will provide an employee oriented, high performance culture that emphasizes, empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce.
  • Leads the implementation of the performance management system that includes performance development plans and employee development programs.
  • Proposes, develops, and conducts employee training programs in collaboration with the CFO. Fosters an environment conducive to continuous education, professional growth and succession planning.

Recruitment Process

  • Collaborates with the Assistant Director of Human Resources and HR Recruiter to provide guidance and information to managers regarding new hires, promotions and transfers regarding pay decisions. Utilizes job descriptions, organization charts, and compensation information (internal & external) to make informed recommendations regarding position Classification and compensation to the CFO.
  • Responsible for review of job postings, applicant tracking, orientation, performance reviews, faculty and staff immigration issues, and exit interviews.

Campus Safety

  • Partners with the Director and Environmental Health and Safety to build relationships and best practices in worker's compensation programs and facilitates communication with department managers to administer Early Return to Work program. Participates in quarterly claim reviews and maintains worker's compensation files.  Collaborates with Environmental Health and Safety Director and Assistant Director to facilitate inspections, OSHA compliance and ergonomic workstation reviews ensuring integration with ADA programs and assistance.

Organizational Behavior

  • Coaches managers and supervisors in performance management strategies and recommends action to facilitate collaboration and conflict resolution. Advises managers on details of performance development plans, appraisals, and progressive discipline actions. In tandem with managers, assists employees in working through performance issues and development plans.
  • Uses interpersonal skills, and organizational and multicultural acuity to help resolve difficulties and influence effective working relationships. Consults with managers/supervisors and employees to solve human resources issues.
  • Responsible for Employee Relations including investigations under direction of the CFO and/or in-house counsel. Provides reports and recommendations for mitigation and prevention.

Minimum Qualifications:

Bachelor's degree in Human Resources or related discipline and five - seven years of professional level human resources generalist/manager experience.

Experience demonstrating:

  • Extensive experience utilizing principles and best practices related to employee relations and development; benefit administration; compensation; recruitment and selection; training; investigations; etc.
  • High level of emotional intelligence, and proven employee relations customer service expertise and conflict-negotiation skills
  • Strong analytical skills, and proficiency in development of human resource information systems for reporting and analysis.
  • Expertise in organizational management and staff supervision, with a high level of interpersonal skill and proven ability to communicate effectively within a diverse and complex culture
  • Knowledge of Compliance with state and federal employment laws and regulations.
  • Ability to maintain confidentiality on all matters.

Preferred Qualifications:

  • Human Resources experience in a higher education setting.
  • PHR or SPHR certification.
  • Master's Degree in Business Administration
  • Juris Doctorate Degree
